Nothing that lets you actually design it, but it was rumoured that it might be added to MechDB sometime.

missed that on MechDB, thanks!
I was hoping for a website that showed all the skills and exactly what they do. I did some google hunting but the best I could find was a picture of the current skill tree.

Ever since the May 2022 New Skill Tree revamp, two older MWO Skill Tree online planners that I know of is out of date now, and there are none right now that I know of.

For the past year, the New (2022) Skill Tree had been subject to a number of (ongoing?) tweaks and adjustments, such as:
~Torso Pitch: increased so that 3x Nodes does the job of the previous 5x Nodes!
~Max Radar Deprivation is now 95% (down from 100%)
~New Overheat Damage resistance nodes (replaces the 5x Jump Jet Vectoring Nodes, with interesting implications)
~etc.
