Recently I've noticed that whatever mech I'm try in test mode has really lousy heat dissipation.
Like coming down one percent per second or more.

I thought it was my builds since I haven't played in a couple of months and maybe things had changed.
However I just watched one of LtPoohPant's videos of a mech I own and his cooled quickly.
I copied the build code to clone his build and tried it out. My heat dissipation was over three times as long as his, almost four times, on the the same build with full cool run, heat gen, and heat cap.

Is there a bug or glitch that could cause this?

There is an old bug which nobody ever really got to the bottom of, called the heat bug. It's symptoms are exactly as you describe - monumentally slow heat dissipation. I have only ever experienced it rarely, in live games.

They call it the "Heat Bug"... no one can reliably replicate it... and it seems to (rarely) happen to you at random...

Personally, I won't be bothered by it as it happens very very rarely... treat it sort of like a worse-case scenario during a battle...

It also depends on the map. Some maps are hot, other maps are cool.

Not enough to cause the kind of difference the OP describes nor my own experience with the heat bug. Particularly when other drops on the same map with the same machine work just fine.

I have never experienced the heat bug in the testing grounds and never on all used 'Mechs as described in the OP "whatever mech I'm try in test mode has really lousy heat dissipation".

But of course, I am ready to watch any video showing such behavior that he records.
