This has been the case literally since PGI added premade groups to the Solo Queue in Spring 2020.

As long as there are premades in the Solo Queue is any talk about the matchmaker pointless.
But Cauldron and PGI favor premades. When they toned down the weight limit for premades with the reasoning that they imbalance the game too much, they quickly returned it to the original level and apologized them.

What's so hard to understand about the fact that long waiting times suck, but unbalanced matches suck even more?
On the other hand, long waiting times would probably lead to many players getting bored with the long waiting and stop playing. Just like in the Faction Play.
