I think I can answer some of this.
Light mechs are all considered to be Fast, Lightly Armed, and Lightly Armored.
The Urbanmech is Slow (32kph.. The Banshee moves faster). Lightly Armored, but heavily armed for it's weight class.
Now, Back when I was playing MPBT:Solaris, we were trying to find ways to keep ourselves occupied during drops. Everyone had their favorite mechs that were the most effective. To make things interesting, people started coming up with different game modes.
Race to Lights, for example. Everyone starts in an assault mech. If you were the last person standing, you got to move down to the next weight class (Heavy). If you managed to reach lights, you were declared awesome for the next 3 minutes, or however long it took to convince people to do it again.
Then some of us started the game of dropping in the worst possible mech you could find. Most took the Locust that if you sneezed on it, it lost both it's legs and all it's armor. Some took the Urbie, because it was too slow to be useful in a regular match.
For whatever reason, everyone decided to start Urbie fights. 8 man FFAs all fighting for the glory of popping out of no where to one shot their opponent. So much good times were had, that it started to really pick up a following. Include the fact that it looked like a trash can, or a stylized version of R2-D2 to a bunch of Geeks (Yes, I am a Geek, and proud of it), and you have our meme.
In summary, I guess you could say that one of the reason everyone has fond memories of the Urbie is because when it was used in the MPBT days, it was strictly for fun. It wasn't used for winning SSLs or Wars. Since it was used almost exclusively for fun, almost everyone has nothing but fond memories of it.
Those who didn't play MPBT probably spent time with people who did, learned how much fun they were, maybe even tried tabletop versions of Urbie FFAs, and developed their own fond memories.
And it has been on the Internet since.
