Feel free to freelance or join whenever you wish. However I think the Dev's are making the game so that there will be penalties imposed in-game to dissuade people form hopping back and forth between chosen factions (was covered in the Q&A 2 I believe). So might be an idea to keep this in mind when thinking about which path you want to take.
