The 'Mech is even better with both AC/20s replaced by Gauss Rifles (especially if your opponent expects a standard spec, hehe)
And as 2^n people already remarked: meh @ Banshee. Next you want us to wait for the classic Charger...

Not if a full Mechlab is available. You can kit the Banshee out like this (at least using TT stats):
Top speed: 64 KPH
XL engine
Endo IS
20 Double Heatsinks
18.5 Tons armor (full armor for a 95 ton mech)
2 ER PPC
4 ER Large Lasers
You can't do that on a 100 ton mech. The math just won't work out.
The long range alpha does _more_ damage than you can get from a Devastator. Yes, the Devastator can do its alpha in a heat balanced manner, and this Banshee version can't. However, if you are disciplined in your firing pattern it is a very deadly version, especially since it isn't ammo dependent like the Devastator.

1xSRM6
2xSmall Laser

I'd pilot the Banshee before any of the listed 100 tonners.

Personally, I would love to see the Banshee, but it's more for physical attacks and MWO won't have them.

In the 95-ton bracket, BNC-3S is the obvious choice, except maybe the BNC-3M, which is also pretty good. (Well, until we can get a BNC-5S, which is head-and-shoulders better!)
Hoping FD is able to give some redesign love to those head & shoulders...

Banshee is pretty disappointing, honestly. I like the 'Mech in general, but I just can't see the 3E variant being anything other than a piece of junk. The 3S, on the other hand, would actually be interesting.

KGC-001 is close in design but i woulg go double large laser er version instead of pulse or srm. That design can handle anything at any range.

2 PPC plus a gauss rifle is some mean work, don't even mention the secondary systems.

Wish that Melee Combat was implemented... a Banshee would slap you silly!

As for the Banshee. Is there another 95 ton Mech?
