The Ostwar is specifically noted as being extinct, but lives on in parts. The effect is the same - the Ostwar is extinct. In fact, I spent a few minutes going over TRO entires of those 'Mechs, and haven't been able to find one that didn't specifically state that they were extinct. But my search was far from comprehensive.
Still, one must admit that they are ridiculously rare if they do exist. Plus, they must have the Obsolete quirk. That all can be handwaved, but only the BTK and HOR have a shot in hell of replacing the MAD and WHM.
