I think in general it is intended that a Jenny can kill an Atlas or whatever, because this is balance. I personaly got shot by a Jenner several times and I shot also some Jenners in my Atlas. Of course, with some configurations of your Mech you will get advantages agains specific opponents, but also some disadvantages against others. A Gausapult is very dangerous against my Atlas but the Gaus rifle is bad against fast moving targets, so it got a great chance to get cored by a Jenny. If you build a StreakCat your chance to kill the Jenny is very good but if a Atlas shows up you might have not the best cards, if his config is to kill slow, big targets (SRMs, AC20, etc.)
Sure, there a still some balancing issues wich need to be tweaked, but in general it is working ... okay, not perfect, but okay!
My opinion of balancing changes:
Bring back the Knock down (will be done in the near future)
Change the SSRM to not hit only the CT (will also be done, as far as I know)
Increase Hit-ratio of balistic weapons (how ever, it should be done and I hope for it!)

As mentioned, the abysmal netcode is mostly to blame. Honestly, you'd think this was an issue that could have been solved since the NetMech days back in the 90s. In MW2, aiming a few meters in front of a leg was good enough. In MWO, I'll be damned if I can ever hit a Jenner. I'm in the Seattle area, and I get a 100-120 ping for what ever reason (I can't imagine why it's so high). Hitting a Jenner or speed-tuned mech is nigh impossible for me due to having to lead them by so much.
The most annoying part is definitely that the damage shows on the local client without registering on the server. If I can see the damage, the server should too. It's terribly misleading at the moment, as I can't tell when I'm actually hitting the target if multiple people are attacking it.

If a (new) novelist was hired by a publisher to write a future "MECHWARRIOR" novel..and needing input-watched MWO as battle tactic info...he would write something like..."Prince Davion and his lance of ECM Ravens waded thru the combined Clan regiments , destroying hundreds by the minute!!!! Prince Hanse himself ,resplendent in his gilded twin ECM Flea, bellowed his warcry as twelve double PPC-armed Madcats fell to their knees , tough Clanner pilots, begging for a mercy that was not to be forthcomming!". etc etc

The Ratio is still the same because both sides were doubled... HOWEVER.
The ratio of weapon damage to armor destroyed was cut in half. Double firing speed means that you DO get double damage, if and ONLY if, you hit the same spot twice in a row. But you're also looking at double heat gen and double ammo used, with the possibility of doing "less than full damage", if we equate "full damage" to be what it would do if armor wasn't doubled.

Ther real reason Light mechs got a bit of bost is FF, Endo steel and a XL. If you combine all these things you get a fast tough little mech that can take some hits in a fight. Most of my light mechs run XL FF and endo due to the lighter weapon packages no one trying to put a autocannon on a light mech.
