This means that they didn't design the Cicada on their own, it's been around for 25-odd years or so.
But how about this: Buy a Cicada, switch to a 100 standard engine, put in four AC/2s and a ton of ammo.
There, more weapons and less speed. Not any more armour, but two out of three isn't bad, right?

You can try to make the mech fit the role, or you can fit into the role it was designed for. Try the latter, you might have better luck (and a little more fun)

Before the second to last beta reset I had 3 Hunchbacks and a Centurion AL. I also tried the Cicada with the ballistics slot on the last beta reset. (AC10 on a 40t mech, good fun)
Remember Mediums are just that, they sacrifice over all fire power and armour for manoeuvrability. Really if all you want is more armour, weapons and less speed, then you should probably get a heavy, not a medium. Go look at the hard point load out on the dragon and downgrade the giant engine, you might be happier in that than in a hunchback.
There is an easy way to get what you want out of a medium though, is the 'mech lab. Go get a medium with the hard points you want, downgrade the engine, mount the weapons you want and upgrade the armour and ammo.
To be honest I love the mediums 'mechs and prefer them to my atlas.
Seeing as the timeline doesn't allow for me to get my Bushwhacker or Hollander, I'm going to stick with my hunchbacks and centurions. Might ever rebuy my cicada after I get my 9x energy hard point hunchback up and running again.
EDIT: I just don't like the idea of using a raven as a hollander, but yeah I know I could.

The Cicada is a medium that is trying to be a light. It is the Mega-Jenner and I like it.
The Hunchback and Centurion are both mediums that are trying to be heavies.
What we really need is a medium that is just a medium.
