It's not arbitrary; it's to give different Mech variants different advantages. For instance, if the Hunchback 4H had 1 ballistic and 2 energy in the RT, and the 4G just had 1 ballistic, then why would anyone ever use a 4G? Look at the Dragons, they sequentially swap energy for ballistic points to cause Mech usage variations.
A secondary factor is that the restriction of hardpoints on larger mechs is meant to encourage the use of large weapons platforms instead of boating small ones. This is why you can't put 2 lasers on the arm of every Atlas anymore (like we used to with earlier Beta builds)
Heck, if they followed the line of reasoning behind the OP, then the Devs would take one look at the Komodo and say "Hrm, if a 45-ton Medium Mech can have 5 Medium Lasers on each arm, then I guess all the Assault Mechs should have that ability, too." They granted smaller Mechs the ability to "boat" small weapons because smaller Mechs can't boat the same number of HS as larger Mechs can. This is a balancing factor, and I think mentioning the 8ML Catapult K2 serves as a fine example of how hardpoint reduction on large chassis makes sense.
