That CPU isn't much good, I'm sorry to say. It's an older, low-clocked C2D. It might work in DX11, but again, it might not.
Get a used Q8200 or E8400 if it doesn't.
Let's set the CPU aside for a moment though.
Basically, here's what you're looking at, graphically, assuming no rebates, and the cheapest passable hardware:

Video Card: http://www.newegg.co...N82E16814161395 (The 6670 only has 480 stream processors; this is vastly better for only a little more)

You may be running Vista 32-bit, in which case you'll only get ~3GB of useable memory, but that's still a lot better than 2GB. Games alone can use 2GB, and you want to avoid the game ever using the page file, at all costs.
That would come to $193. The 6750 should have a low enough TDP to work inside that case, just watch temps for a little bit (GPU-Z lets you do that). If you upgrade the CPU, I'd also recommend a dual core for TDP reasons if you won't want to upgrade your case. Just get an Intel Penryn chip, it'll be fast enough. But MAKE SURE your motherboard will support it first (we can help there; but it would go faster if you opened the machine and gave us the motherboard model, which will be printed on somewhere)

Can it be upgraded to work, yes.
Will it be pretty, No
Will it be worth the money, No.
I would look to re-use the case if its a regular tower,Hard Drive.

That came to $395.95 a little bit over your budget, but it brings you into a decent realm of budget game computers, its also easier to upgrade parts than what your currently looking at.
From here i would use the Windows 8 beta for a few months till you can afford to buy a Windows 7 64 bit OEM and then buy another stick of Ram.
In total though it will have set you back $500 in the end so perhaps more than you can afford, but it has a greater path of long term bit by bit upgrades as you and when you can afford it, than trying to drag your dell machine into the new world.

If the case is an issue, he can just repace the case. An NZXT gamma will only add $45 to the whole budget

I bet a mobile 4650 would actually run MWO alright. It's like the desktop version, since the 4000 series was back in the days when the mobile cards were almost the same speed as the desktop cards.

Hmm, that's cheaper than I would have expected. I very much like Shepard's suggestion here
Now, a copy of Windows will be required, but that can be put off for awhile by using the Windows 8 beta, and there's some chance of convincing MS to transfer the license from the old Mobo. They say they won't transfer an OEM license, but I got them to activate one of mine on a new machine once over the phone; the guy just asked me if I was using it on the old machine, I told I wasn't, because it was dead and I was basically using some of the parts for the new machine, and he gave me an activation code.
Whether they still are or not, I know MS at least was once more flexible on that than they claim.

The wolfdale core 2 duos MIGHT play mwo when heavily overclocked. However it won't do well as mwo basically requires a quad core CPU to play.
Seriously, just give up on this rig and build a new one.
