Seriously Piranha - this comes before new mechs or new maps or anything. Get it stable on your average machine.

unless there can be something done about this framerate problem my mwo days have come to an abrupt end... framerates have been in steady decline every patch and now it's at the rock bottom

Noticed a heavy drop in framerate, it's ugly.
Everything else runs great on my system;
From BF3 to Firefall, back over to Crysis 2 and Planetside 2.
I don't understand how performance could be so bad.
It's not even like you can go up many tiers is system power from where I'm at.
There aren't any graphics cards better, aside of the GTX 690 which is a dual GTX680, 12gbs of ram should be more than sufficient and in terms of processor power, sure there are super expensive chips that eek out a bit more power -- but I mean, really?
You can't play MWO correctly unless you have the most expensive machine on the market, and that's not right.

I then remembered that a couple weeks ago when running the game in 32 bit Win 7 instead of my normal 64 bit Win 7, the game actually ran a little faster in 32 bit instead of 64. It wasn't much, maybe 5-7 frames, so I mostly just play with 64. This new problem though got me wondering if the 32 version would have the same stuttering issue.
I have Win 7 32 installed on my HDD and Win 7 64 installed on my SSD. I can either boot from the SSD or the HDD. The hardware and drivers are all the same except for the disk where the OS is located.
Sure enough, I no longer have frame rate drops while using the 32 bit version of Win 7. I have not done exhaustive testing yet, but so far, so good.
Let me know if anyone else running Win 7 32 has the frame rate problem, because this seems to have solved it for me.

I7-2600k. GTX580, 16 gb ram, Win7 64. Previous to the last major patch it ran in the 50's. Now in the 30's

Played several rounds today, and the actually FPS seems better for me. Previously it floated about 20+ fps, now its 30 on average.
Running a midrange system, win7 64bit, Intel i5, Nvidia Geforce 9800GT, 4GB RAM.

I would`ve hoped for more offical info/statements on this by now. While i can play np, people on low end machines are fu****. This will leave a big dent in customer perception regarding any following hicups...

GTX 260 Overclocked here, and I get the same. Unplayable, even on 1280x720 with most settings set to low. Previously, I was running this machine at 1920x1080 with most effects set to mediumish. (System is a Dual Core pentium, forget how fast. 6gb RAM.)
I'm fine as long as I use my other, much more beefier AMD/ATI system, but that happens to also be the girlfriend's "Sims 3" machine... I can't be stealing that box all the time if I ever wish to have sex ever again.

I have to admit, that I deactivated my second Monitor. That helped me in earlier times to get more fps in MWO:
But nevertheless, I´m sure you´ll find a way to fix that fps-issue. You guys have done great work until now and those fps-issues (hopefully) won´t stop you
