One point for weapons availability. Sure, the Gauss Rifle had been prototyped and seen limited production earlier than the Clan Invasion, but if you recall from the Blood of Kerensky trilogy, Phelan had to have Natasha explain what a Gauss Rifle was.
One of the most elite units of the time with blood relation to the ruling family had no idea about the weapon. I don't anticipate us "no-names" on the fringes to see that for a long time.
The novel you are describing was written before the decision was made to have the IS not sit on it's hands for 22 years. Ergo, the novel is wrong. As novels rate rather low on the totem pole of canon, no issues here.

http://www.sarna.net/wiki/Timber_Wolf I will copy the VERY FIRST LINE, for those who dont click links: The
Timber Wolf is a fast heavy
OmniMech. A signature design of the
Clans' military might, it was arguably the first Clan
OmniMech encountered by Inner Sphere forces (as opposed to
periphery forces) on
The Rock in
3049 by
Phelan Kell.
[2][4][5]
so, yes, seen in the InnerSphere in 3049 by none other than Phelan Kell himself.
this would make it A: exceedingly RARE for IS forces to field, OR B: EXCEEDINGLY EXPENSIVE for IS forces to field in 3049
Most people in the IS didn't even believe the very rare and scattered reports of attacks in the periphery were true when they heard them in LATE 3049. Considering it took that long for rumor to travel, with HPGs, I might add, any salvaged tech wouldn't arrive until, you guessed it, 3050.
And in order for that salvage to arrive in the first place, someone somewhere would have had to deliver a decisive victory against the invaders. Name one place this occurred. protip: you cannot.

Considering I am Draconis Combine UNTIL i can play AS Clan Wolf, it would stand to reason that if the Combine has access to said tech, they can start fielding it.
Considering you've exposed your incredibly selfish bias towards ignoring canon - and strategic common sense* - there is no real reason to take this seriously.
*The IS didn't immediately field salvaged 'Mechs and tech. Instead, they wisely chose to take these invaluable examples of technology they did not understand into the laboratories and reverse-engineer them, which would then produce fruit in the form of the 3055 IS Omnis.

never gonna convince me that the CHANCE to get my hands on a timber wolf before we hit 2013 is 0% even if its a 1% chance, I will live and die by that hope. Everyone else is getting the mechs they want. IS mechs are beyond limited, style wise and well, loadout wise. I want clan omnimechs and you will never stomp that hope from me.
this game aint reality, its bloody fiction. so, reality works how ever PAUL says it does, but considering the vast hate for such a POWERFUL and EXCELLENT warmachine, its gonna be boring until clan play can be accessed or until clan tech can be fielded, in terms of mechs. My hope will never die, you shall never kill the flame of hope that burns in me.
You realize that if the devs make clantech and clans playable at the same date that salvaged clan Omnimechs are used in battle in more than twos and threes, we'll be waiting not one year, but a few years?
But that's okay, because you're a warrior. And a warrior is, by definition, a professional. Professionals care not for what tools they have - they use what they have at their disposal to the best of their abilities. It is amateurs who constantly seek better tools to gain the advantage instead of looking within.
