I have an i5 quad core running at 3.1 GHZ with 8 gigs of ram and a 560 TI on Win7-64 bit. I've been a systems administrator and worked in the tech field for 15 years I'm by no means running a low end PC, It ran just fine for all of September and October, so it's not *my* system. Whatever they did in the November patches screwed ***** up.
Edit: And for the record I can run EVERY single other game I've played, even other newly released one, at max settings and they run smooth. Something is definitely wrong lately performance wise and it's not my PC;.

Specs:
WinVista 64th Ultimate
AND Phenom II X3 720 2.8GHz
4GB DDR3 1333 Dual Channel
EVGA GeForce GTX 470 (Fermi) "SuperClocked"
OCZ Vertex 3 SSD
I run 1920x1200 on medium. Other games I run the same resolution with usually medium or higher settings just fine.
In closed beta it was fine, mostly yellow range FPS. I could play a light mech wonderfully.
Since Open Beta, or maybe the patch right before, my FPS have had a noticable drop, and regularly dip into the red.
Following the advice in the OP, I gained a couple FPS, but nothing significant.
This morning I was able to get my FPS back up to a reasonable level of never dropping red by dropping my resolution down to 1024x768 and running on low, and I could play a Jenner again. Over the course of the day playing, I would shut the game down and delete the shaders cache, but eventually I just could not get my performance back, I haven't rebooted yet to see if that helps... but I did not do so before temporarily regaining some decent performance... still I should do it anyway.
I have not reinstalled since CB, and while I really do not see how it would help, I might as well do it as well.
