Mobile UI is perfect for tablets and mobile phones. I'm fine with a UI change for desktop PC's, but moving it towards mobile designs is a step backwards.

Don'd forget about Win 98 SE.

As a matter of fact between 98 and ME was Windows 2000.

It's not really that bad, just a bit more tedious to find your way around (until you make yourself some shortcuts). I've also found the tiles have made the desktop almost completely redundant. If you aren't a heavy tablet user, I don't really see any advantage to it over win 7.
I'd go with Win 7 64bit, since it will feel more familiar moving from XP than if you tried to jump straight into Win 8

I have 700ish servers in the process of making the slow, painful transition from win2K3 to win2K8 and about 3x that many PCs going from XP SP3 to Win7 (scratch that, they're going from XP to the recycling company, and the new desktops are going to Win7).
Stay away from the 32bit version of Windows7 (home basic), I'd probably stay away from the premium version as well (why blow the cash? there are better things to spend the moolah on), but it is the first decent OS since 98.
Windows 8 makes me angry, I don't want your crappy marketing ploys on my desktop without the easy ability to remove all of it.
IIS 8 makes me very angry (although the SSL management looks interesting), if I see that UI crap on Server 8 I'm going to ignore it until it goes away (which will most likely be the next OS version).
That being said, the meeting I'm in is stuff with people who want to look important, all trying to take notes on their windows phones and ipads, tapping away one finger at a time.
Bahahaha...suckers!

Seriously Windows 7 64Bit. It has the patches and the support.
Like what I did with windows XP, Use it until you can't play the games you can't live without and then change. That way you give the new operating system a chance to have its bugs fixed and it's guts ripped out (Windows 8).

In my experience (games, coding (some), video encoding and the most common stuff done on any PC) Win 7 holds up to its price. Though, compared to 98 and XP, search engine is really weird. Never could get it working properly, so literally memorized locations of everything i have.
Other than stupid search, no complains what so ever.
Few bugs, maybe, yea, but nothing that can't be fixed within an hour (max) of googling and fixing.
Interface can be changed to way you want it to be. Even if it is 98th look (which i use).

It can not be normally used on a computer without a touch screen, and even with this system before it is sucked. Why? Since the basic functions have been mixed so that the ergonomics of this system is far away.
Linux FTW!

On a bright side, it is such a light operating system that people are complaining that it boots too fast on an SSD.

I for one tried the consumer preview and it made me decide I will probably never ever want windows 8. Just using it, feels like I should become a heroin addict and kill some brain cells so I can be stupid enough to appreciate it.
I tried using a 3rd party software to get my beloved start menu back, which worked but just a PITA because metro always wants to hide it and be more important.
I ran it for ONE day. I used to beta test OS's back when they paid us for it. I still beta test for a couple of anitvirus companies as well so I'm quite accustomed to bugs and working out problems, but windows 8 was just a problem, PERIOD! After one day of constant crashes and bugs I went back to Win7 never to return to win8.
