270m and requiring a lock on time makes it a very different tool. At least jenners can run circles around a cat now and make it lose a lock.

Yes, requiring a lock makes it far, far easier to use than a ballistic weapon whose effective aim point changes based on distance and movement vectors.

Compared to having to aim, and having to deal with projectile travel time...

True enough, but once we see the screen shake tuned down they should be merely powerful instead of overpowered. Given their abilities, there will always be a place for them on the field, just hopefully not so fricken many of them.

Streak cats will become a specialist build meant to flank behind an enemy and light up their softer rear armor or to quickly advance onto and pick off wounded mechs rather than a face to face murderboat, which seems right enough to me.
