So Commandos Are Invincible Underwater?

It appears [to me] that Commandos are immune to laser fire if they are in deep enough water. I didn't test on missiles or ballistics, but I have confirmed with lasers. A Commando overheated where just his head and a little bit of his shoulders were out of the water, and I fired lasers at his center torso and no damage was registered.
Is this intentional?

p.s. you can still get hit with streaks and take damage in water, not sure if its reduced.... this has happened to me in light mechs before...

Whenever I saw a Jenner/Commando in the water, I just ran the hell away.

If you see zero damage it's probably a netcode problem, and not the water itself per se.
However, I think ballistics and missiles do zero damage once they hit the water, so you have to hit the parts of them that are above water if you're using that.
The damage reduction is a nice tactical advantage, I have won a 1v4 when in the water before while piloting a Jenner. Would have just completely died if they tried to move to higher ground.

Only the Commando chassis as of now is short enough to use full-body water shielding. Other mechs stick out enough to still get hit.

Unless there's nothing else to shoot, I very rarely engage a Commando in water. He'll come out eventually, and when he does...

Also I have to agree with the post above... Water should slow you down A LOT!!! The deeper you are the slower you should be...

He can't. Same restrictions. On the other hand, fire from above (the lower base's concrete slab for instance) downwards, with missiles or anything else, much higher chance of scoring a hit against the (probably immobile) enemy. It's become SOP for me and mine.

Since PPCs are electrical i propse they do AOE in the water. That should do it.

They are apparently do damage though high heat, since the armor is ablative (falls off).
