But I think what you are asking is "can I disable mouselook on my mech, thereby locking the arms to the torso".
And there is no answer yet, it may be possible, I don't think it would be desireable. I am acutally hoping they allow us to hide elements of the HUD completely, so if you don't have arm weapons you don't even see a second reticle.

There are some mechs that don`t even have arms so they will already act like this and aim solely with the torso (I`m looking at you, concept art Cicada)

That's the idea I was trying to tell (about snipers focusing all weaps in 1 spot from afar). For the record, i don't want this to happen, that's why i'm asking this. A way to solve this problem may be that if someone shoots me, my arms move to another direction (making necessary to have unlocked arms to keep aiming)

And, as Paul said, not using your arms is putting you at a serious disadvantage for no good reason.
