I used to be; By the end of Closed beta I had over 600k XP left over on my Jenner-F (lasers, not streaks), and in competitive matches I tend to play Scout.
Since the Cicada came out, I've been mainly running a 2A, and now I'm spending more time with the 3M to try and learn the nuances of the ECM system, but as a build I much prefer the 2A.
But then again, in PUG matches I prefer to run brawlers like AC20 Cataphracts and my SRM-Brawler Cat C-1, because (possibly counter-intuitively) PUG matches are way, way more chaotic than proper, team-v-team matches so scouting degenerates into nothing but "
run fast in little circles and pew-pew".
But my view is formed from the times in CB when most of the Jenner pilots had to be skilled, what with the smaller playerbase and collisions; A careless scout was a dead scout.
In a 1v1, an enemy scout that had to rely on his Streaks didn't scare me at all, but one who knew how to use his 6x smalls? Now that was a match-up and you had to treat him with respect.
Since the 100% damage increase, you need to look out for streaks as they're a threat - but still not respect them.
Running near to a group of enemies with lasers is asking for trouble, either a leg or CT to be crit, and at that point it'll only take a few hits to be legged or cored, so I really do stand by my advice of using lasers, lasers and more lasers.
Also a tip to all. If you think you're leading (lag-shooting) a scout sufficiently, then chances are you're not. Lead him some more.

+1, I say.
No heavy or Assault should be fighting a scout, or even targeting him,
if the team is doing it's job.
Anti-Light duty is your Lights' #1 job, once that is handled, then you can begin to use your new-found map control.
Locate the enemy, relay the positions to your team, then dedicate your existence to killing the enemy Lights. Anything else you achieve after this task is done, is pure bonus.
