-tag lasers work for ssrm2,
-having ecm not stack creating an ecm arms race,
-reducing the ecm bubble,
-have ecm only count for the mech its on
-fix the net code
-return of knock down
Mainly its the net code more then anything else. But all the other changes could be put in place until they actually fix the net code.

ECM Scouts kill with SSRMS the other SCOUTS with NON ECM really FAST and spot easily for LRMs while cycle between MECHs the go and help other teamates to kill the heavy mechs and make them blind to play
Thats why Raven RL best Mech in the Game, running 151 kph 3 Medlasers 2 SSRMs i kill all scout without ecm in easy mode....
and no one can say ecm is fine if he say that he just do that because he selfes played all the time with ECM
Then the Games i played i see all the time: ECM is OP in Combo with SSRMS its nooblike killing non ecm scouts, no skill needed just foloow mode and ssrm ssrm ssrm down, next ssrm ssrm ssrm down... oh and spotting for lrms jup enemy DOWN
i can not really understand why ppl say "ECM is fine", have you another Game installed? play you another battles?
or PLAY YOU ALL THE TIME ONLY WITH ECM then true that is fine
in my games without team ecm, 2 ecm scouts come and by try too kill them, other side use Lrms and overrun a side... so all teamates dead
ECM will not hide a side while they moving... no its only to disturb the attacking gameplay from the other side because they are blind.

your complaint is mainly about netcode issues... you are confusing the issue by blaming ECM and some peoples reliance on using streaks as a method to try to overcome aiming / netcode issues
I never use ECM, I do use streaks and LRM's (with a tag) and I think ECM is fine (though some other items like BAP and NARC need a buff but that is a seperate issue)

I'm really worried that the new skill-based MM will make things only worse for players who play the inferior (light) mechs. As I've understood, you're now guaranteed to have an enemy with roughly equal skill stat-wise. Well that doesn't help much...
