(minimum hardpoints listed based on stock weaponry)
Canon roles: All ranges, indirect/direct fire, line breaching, assault, defense
Pros: large number of energy & missile hardpoints, 85 tons.
Cons: No horizontal arm traverse, slow

Due to the Stalker-4F( b )
It is the Star League Royal version of the 4F and a dedicated ECM mech per Canon.

I would love to have an ECM Stalker, but the 3Fb is drastically different than the 3F so I doubt it

However, the XML is very obviously incomplete and/or incorrect so I wouldn't draw too many conclusions from it.

It was pretty easy work to define the hardpoint layouts of previous mechs, but it will be a little difficult to make varied yet useful Stalker variants IMO

There is already an Assault mech in the game with an ECM, The Atlas D DC. An ECM-equipped Stalker would not be a pay to win advantage because it is merely the same equipment already available for free but in a slightly different package. (an ECM Stalker is actually, in many ways, at a disadvantage compared to the D DC, I'd be paying cash for a worse mech)

No I can't, but here is the list on BattleTech Wiki.
Stalker
Best explanation I can give is the Stalker is a siege engine meant to pummel at range then wade through killing the wounded. It's not supposed to be a front line brawler. Nor was it intended to deal with infantry.

gauss is long range.
