Still can't figure out why it's only occurring for some (ie im still thinking it's local based).
An option to test, would be to save your personal stuff, passwords and the like, uninstall your browser.
Ensure you use a registry cleaner.
And remove the browser data in the apps data (hidden folder).
Reinstall and see if it still occurs.

Step 1: Reboot the machine and go into "Safe Mode" to load only essential drivers and OS Software.
Step 2: Run a full scan of all the HDDs, SSDs, and Flash Drives that are ever connected to the computer with Microsoft Security Essentials or Avast antivirus.
Step 3: After the AV Scan is complete run a full scan of all drives with Malwarebytes. Make sure to remove all the threats it uncovers. Quarantine folders are only semi-effective.
Step 4: Run Pyriform's CCleaner to remove all the debris and garbage that most Malicious software loves to leave behind in all the folders you never look in.
Step 5: Defrag and Fully Optimize all HDDs with Iobit's Smart Defrag 2. This will take a while. But it's a LOT better than the standard MS Defrag.
Step 6: Reboot normally and check for signs of any malicious software.
With ALL of the above steps, make sure that one process is complete before you start the next. Trying to run full scans in more than one application at a time can cause some major freezing and crashing issues when the apps start fighting over HDD access, RAM, and CPU time.
