I feel like I should be getting better performance than 40fps on lowest.
Or is it just I have low specs?

Your CPU is a little weak, but your computer should have no issues playing the game. Things to do:
Update your graphics card: www.Nvidia.com - you have a GTX660

If still not running well

I don't think the game is too well optimized yet. I see a load of ~50% on my GPU and ~40-45% per utilized core of my Processor at Very High settings with an FPS of 30-40 with dips to 20. For reference, my system specs are:
FX-8150 @ stock 3.6 GHz
16GB DDR3 RAM at 1600 MHz
MSI GTX 670 Power/OC edition (Twin Frozr IV)
OCZ Vertex 4 128GB SSD
I run Planetside 2 at Ultra settings with better performance than I do MWO, can't think of a real explanation as to why it's having more trouble keeping up with 16 people fighting than a couple hundred. /shrug

I've tried these but I think its more so an issue of having a Nvida GPU and Amd CPU which probably hasn't been accounted for when optimizing the game. All I was really worried about was my system was simply not enough and it wasn't the games fault.
I figured it was poor optimization when I can run Planetside 2 and IL-2 cliffs of dover on high/ultra

The engine has no optimization for AMD CPU's so far. Almost every AMD CPU user has gotten much less in MWO than Intel users of comparable power even if it does not use much of the cpu time. This is a known issue with MWO and has been stated over and over. AMD users will get poor performance with little/low cpu usage for some reason. Unknown when this will be fixed.
