Every single mech on that list needs to be reworked. Either because of ECM or boating weapons.
The Raven isn't that OP, just in groups really. I tend to kill them with my dragon more often than not. Its when you have premades with 3-4 of them that things get stupid

Doubtful. The D-DC pilot would need to be both significantly less skilled than the raven pilot and not using a build that uses streaks in order for the 3L to win. Otherwise 3>2 SSRMs and the Atlas also has more armor and chance of landing lucky crushing blows with gauss/ac20/dual acWhatevers and its energy weapons (LL or PPCs).
I do think that the 3L is probably scarier to any other mech out there than the DDC which is not much scarier than any other Atlas.

Post ECM: The Jenner's speed is unchanged, the hit boxes are unchanged, and netcode is the same... And it does not even make the list. Funny how things change.
I agree with your post, I think a lot of people use those quoted buzzwords to cover the fact they just have trouble hitting small fast moving targets.
However you didn't mention the small but crucial fact that they just broke the Jenner's jump jets, which were arguably its greatest advantage over other lights and over every other mech in the game, really. I don't object whatsoever to paying 2.5 tons for JJs, in fact that change needed to be made, but after doing so I expect to at least be able to have the same JJ performance as we had before they messed with em. Now JJs are slow, sluggish and basically a waste of tonnage. Making the jenner itself more slow and sluggish and driving this once mighty mech to the bottom of the light mech pack.

Demanding that the chassis needs to be nerfed, a rather silly idea, is not going to salve any thing. Fix the equipment that is causing the problem.

There really isn't anything I'd say is OP right now.
ECM itself is a bit too powerful though. The worst part about it seems to be the loss of situational awareness rather than the loss of lock ons.

1) since the only thing left for the Awesome is maneuverability the 85° seems too much
2) since all STK variants are basically the same why use anything else than a 3F?
Edit: I think the D-DC is okay. Just not packs of 2-4 of them. This should just be prevented by the matchmaker.
