If you go in to the Properties for the icon and check the Run as Administrator checkbox then the application will check for permissions once at startup but thereafter will have those permissions.
Unfortunately no one use C3 right now because there are much better VOIP applications available. Perhaps when C3 integration with MWO is more complete some will switch over to it but right now TeamSpeak, Ventrillo, and Mumble are more efficient.
