1) its a nerf to ECM
2) it doesnt encourage boating, 1 ppc is enough

Single module, 1.5 tons, 2 crits, can mess with an entire team.
One of the solutions requires chain-hitting with a 7-ton, 3 crit weapon with high heat generation to keep it shut down. You're essentially asking people to do something that takes skill, to counteract an advantage that takes no skill.
