Have Ferro Fibrous = Increased Max Armor

Currently, Ferro Fibrous armor gives 12% more armor points per ton, but does not actually increase maximum protection available on a 'mech. This makes it a tonnage-saving measure only, and one that is always, ALWAYS less effective than Endo Steel.

There's already a durability issue in the game anyways; DPS is much, much higher than in the tabletop game, and armor values have already been doubled as a bit of a stopgap measure, though it's not enough. Ferro Fibrous armor could be much more attractive if you could still put the same weight of armor on a 'mech with it by putting it's bonus towards max armor. The percentage could also probably be buffed to 20% or 25% as well.
