I bought a 3L as one of the first mechs I bought. I first bought a 2x, then realized you couldn't stick ECM on it, and decided to get the 3L after a bit of research. I was totally oblivious to the current community hatred of the 3L. I just saw ECM, thought it was a good idea on a light, and randomly picked the 3L because I like how it looked compared to other lights. I also liked the 2 missile hardpoints because I've always been an SRM fan in the mechwarrior games.
I originally loaded it up with 1x SRM6 and 1x SRM2 (for the small tube), and it worked great against larger mechs. Splatting the back armor of a heavy with 8 SRMs in a light felt good. Then it happened... I started getting gang-***** by other lights packing SSRMs. It's a no-contest between two lights when one is packing SSRMs and the other is packing regular SRMS. Technically, if I was a good enough pilot, I suppose I could win because I threw more missiles. However, it's extremely difficult to hit another light with SRM's, not to mention the spread. SSRM's will plink you to death before you can get a decent hit.
Anyway, packing SSRMs became not a choice, but a *necessity* if I wanted to survive against other lights. I would much rather pack SRMs and have a bigger alpha strike and have fun becoming better at aiming them, but you just can't stand up to other lights that way when they pack SSRMs.
I'm not sure how you'd fix it. Maybe stop the SSRMs from making 90 degree instant turn angles from the tubes, for starters. The problem is that SSRMs are, in my eyes, designed to hit fast targets at short range that are normally hard to hit, which constrains lights into packing them if they want to survive vs. other lights that choose to use them. Nerfing them vs. lights, however, is pretty much defeating their whole purpose. Who the hell prefers SSRMs to SRMs against heavies or assaults?
TL:DR - SSRM's are the problem, a conclusion which I drew as a noob and independent of community bias. I don't really have any bright ideas as to how to fix it, but hopefully somebody on the dev team does.

I will keep emphasizing this -- Raven 3Ls are not fun to play as (not just against, but being a 3L Raven feels distinctly worse and more trivial than being a Jenner).
And yes, I agree that Streaks as well as the shifty hitboxes, and not exclusively ECM, are the major problems.

Now adays I play them seldom, as they feel too cheat to me. Playing a Cicada takes alot more skill and die easier. But when I encounter lights, I get extremely pissed off when my lasers miss miss miss miss miss.
Raven 3Ls are not OPed. They are OPed like many lights are, due to lag shielding and their really small hit boxes. Take away lag shield and all will be solved.

I will say though, that on occasion, I've thrown all logic and fear aside and just got tunnel vision on one. Refused to stop until it was dead. Sure, I usually died, but most of the time I took one of those buggers with me.

Buddy of mine runs a 6 ML jenner and always goes for the legs first. 4 or 5 alphas later and the Raven is toast.
As for me, I play a 3L. Started with the SSRMs but gave them up because they seemed to easy mode for me and strapped on an SRM6. I can usually take out another 3L with little problems unless there is another there. Not to mention its nice not having to wait on a lock to fire them.

I was in an 8 man drop earlier tonight in Frozen City. Two enemy Ravens got to our base, so our fast attack fell back to get them. I decided to take my Atlas to the jenner highway knowing that would likely be where the enemy Ravens would go to retreat. They came running at me just like I expected and started circling my Atlas, I shot the first one's armor to hell making it run away. The second one didn't get the hint so I legged it, and executed it at point blank range. Being one mech down put the enemy team in a very bad position early in the game. The second Raven tried to get revenge on my towards the end of the game, but he should have taken the hint earlier. I blew off the rest of it's armor, leaving red structure, and it got killed by one of my team members 3 seconds later.
It was the same story in River City. When I was in lower city a Raven started harassing my Atlas, I stood and waited for him to do something stupid. He tried to cut across my front arc for a second pass, I took careful aim ahead of him and shot my AC20 and SRMs. The Raven pretty much ran right into that AC20 shell and blew apart.
The key is to stay calm when they attack. Start backing up, and wait for them to do something stupid. When they do, punish them with every thing you have (preferably SRM, ERPPC, and/or AC20).

I gave up on conquest because of that. Sure the cbill rewards are technically higher, but god it sucks horribly to launch on Alpine, take a look around, and realize that I'm the only mech under 50 tons. Then I realize a minute later while I'm cappin a point that I'm stuck against a team of lights. By the time my Assault buddies have made it to the first cap we're already down 200 points

A pair of Streak SRM-2s, like a TOW missile, on the the right torso and the left arm. He doesn't bother to shoot your CT like a Splatcat, say... no no. He shoots at you here, or here, or maybe across the rear armor, cooking off your AC/20 ammo. The point is, you are alive when your ammunition begins to explode.
