Agreed. BAP is supposed to provide the user with a targeting range advantage, however ECM cuts everyone's default range by 75%. Thus doing a better job. On top of that ECM completely negates it. ECM causes a huge disparity between detection ranges: ECM also weighs the same as AMS and does that job better. It needs to be tamed to do its job and its job alone. NO MORE ALL-IN-ONE TOOLS!

What happened here is known as "cat-rubbing." Cat-rubbing occurs when someone has an idea and they fight tooth and nail to get it included "as-is" because then they have something in ship which they can say is "theirs." No matter if it works or not, the person then becomes wedded to it because their reputation has been pinned to it. It's so common it's got a nickname in Social Gaming, so that should tell you something.
I won't go into which members of the Dev team likely cat-rubbed it, but suffice to say there is a reason Command Chair posts argue about how excellent it is.
Teams being made of of individuals, complaining does in fact work but also has the consequence of creating in-team strife because devs are ego-driven first and foremost (like most of us). Point being, there is no unified vision, never was, never will be and this largely happened because of team management concerns rather then balance concerns.
