From "Operation clarification" "As we have mentioned we are working very hard to launch MechWarrior Online in every region worldwide."
I'm pretty happy about that.

So which region will you lock your character to? What if your region contains few players?

If my understanding* of the game so far is correct, unless different servers/regions mean a different/parallel "galaxy" then you may not have a say in this for some matches.
If MW:O is set in only one universe worldwide, then the best thing i can think of is that there are regional servers, and where matches require people from different parts of the world to play each other, then they play on a "neutral" server, ie a server where all participants' pings are as close as possible.
*My understanding may not necessarily be correct
From Q&A -
Is this game going to have lots of servers like a WoW or are you hoping for a single persistent server world like EVE Online?
[MATT C] Each game spawns its own dedicated server, these are not persistent like WoW, as mentioned that would take us into MMO territory. There is persistent game world information, i.e. match results are communicated to affect the balance of power in the Inner Sphere, who owns what planet etc. but there is no true persistent world, more of a persistent meta-game.
[MATT N] Lots of Servers Lots and Lots of servers

- Server: "Come on, answer me! I don't have all day! Stop wasting time!"

- Server: "Ok, forget it, I've waited long enough, sending another one over! Got it?"
- Your computer: "Yep, got that one, also got the one you sent before, thanks."
- Server: "Well, why didn't you acknowledge the first one when I sent it? I was waiting ages!"
- Your computer: "Sorry, I'm just trying to make the network more efficient by bundling the acknowledgements together in pairs. This is how I'm setup by default."
- Server: "Ok computer, I just sent a data packet over, got it?"
- Your computer: "Yep, send the next!"
- Server: "That was fast! Ok, here's another, got that?"
- Your computer: "Yep, send the next!"
- Server: "Wow! What an improvement! Now that's more like it!"
- Your computer: "Yep, it's certainly keeping me on my toes, thanks!"
I had to laugh quite hard. Even made my boss stop by and chuckle.
Sweetened the rest of my day, thank you!

Myself and 23 others all waiting for this game. Would love it if we can have our own server for lag free fights!

Also for those citing WoT as not being too bad... go try to shoot a t50 I dare you. -2 is even harder.

I have no problems with WoT, If I shoot something it hits, whether it penetrates is another story, but thats down to the tank armor not lag

I don't find it terribly difficult to hit t50's or any other fast tank with my ping in WoT.
Once you learn how much you have to lead at different distances and speeds its like 2nd nature, can hit pretty much every time.
That said, an oceanic server would be nice, but I'm not sure it would be really needed as like others have said, its not your twitch shooter like quake or something where that 200ms ping will give you a real disadvantage.

I was thinking of buying a founders package but I am sitting on the fence because I don't know how much lag we will get.
If on the other hand we could get a server transfer as autogyro has stated, I would throw my money down with out question.

PRO'S
- In theory, an Aus/NZ server gets us a community of our own.
- Improved ping.
- Possibly a very small community
- Depending on location, barely improved ping.
I'm in quite a mixed mind about a server here. Sure, if all of this NBN crap comes through we might MIGHT have better ping to the rest of the world. In reality I suspect that we'll end up with a fantastic ping to China and nowhere else.
Another giant fail would be the placement of the server - The most fair location for all of S/E Asia is probably Manilla which might not be so bad actually. The most likely location is Korea, and that provides very little improvement against a North American ping.
Would you even bother if you're still hitting 200 ping? Or if you can't communicate with your team due to language differences? Personally, I say no to both, I'd rather just play on the NA servers with poor ping.
Devs - I love you forever for bringing us this game - but if it's not done right on a global scale then disaster may follow. For us that is.
