2) (and sorry if this is already do-able) Make the little camera destructible, Give it 10-15 hitpoints, and if it is destroyed, your screen goes blank for 2-3 seconds, and you lose 3PV the rest of the match.
This would be acceptable, but it has to be vulnerable to friendly fire.
Then the community can get what they were told and what they want.

Lol, flame wars! I'd forgotten about WoT having it. Good point.
WoT also has fog of war. If a teammate doesn't see the tank around the corner then you don't see it no matter what type of camera convolutions you do.
And since the forum seems to be buckling under the onslaught of this thread and doesn't register posts:
If I decide not to throw away all the money and time I have invests in MWO, I will quit any match when I see someone from either team in 3PV.

PGI, you want my 3PV feedback? Sure: Stop lying to your customers. I don't even care how it affects gameplay anymore, because I'm not going to have my trust exploited repeatedly and continue to play your game. Or give you money.
You've just segregated a part of your playerbase even further.
PGI must be desperate to go through with these changes despite what they must have anticipated would result in negative player backlash. Or stupid. I'm hoping desperate, because the alternative is pathetic. Either way, I'm actually a little ashamed that I've spent hundreds of dollars on this game.

EXACTLY.
I've done consulting work in the marketing field (well, contracts that last for months/years, training sales and customer facing staff, etc) and this sort of stuff is just painful. It's the damn 'grass is always greener' thing. Some exec has what he thinks is an 'a-ha' moment, in this case Russ saw some kids at a game con walk away from his demo and erroneously translated this into teeming masses of teen casual gamers with credit cards full of money who really, really want to play MWO but couldn't get a handle on movement in 30 seconds and moved on due to a lack of gimped 3PV.

Is 3PV game breaking? No.
Is it an absolute requirement? No.
Does it provide a competitive advantage with occasional use when used beyond the "new pilot" intention? Absolutely.
While it can't target, you can absolutely gain more information about enemy movement than you could otherwise. The blinking light over your head is really a trivial drawback since it can't be destroyed, and you can easily switch back to 1PV and move should the enemy feel the need to advance on your position since you can see them coming.
Example:
1st Person view, Frozen City training grounds:

3PV, same location, circled enemy mechs:

So no, not "game breaking", although you can easily gain more information than you could otherwise. It just feels cheap.
Edit: Just in case it wasn't clear, my images above are the exact reason why I was/am opposed to this feature.

HUGE 'LIKE' with lots of guffawing. Nah. It will be "How do we know you didn't Photoshop it out of that image?".

That would be fun, I can't play in 3PV, I think it's terrible, so I would deploy it right away and let friendly fire take it out. Good stress relief for the team before the match starts haha

Nobody uses it to corner peek?
Nobody uses it to look over hills both small and hilltops?
Nobody uses it to line up shots for poptarting?
Nobody uses it to risklessly scout enemy movements?
Are you joking or just naive? Just because people don't have it on non-stop doesn't mean it isn't messing up the game.

How do we know you aren't uninstalling and reinstalling over and over every time you make a pic?

Sorry, had to.

So, what sort of precedent does this set for the game? What can we even believe from PGI anymore? Is the next step P2W because they changed their minds? What else is coming that will harm the game but we were promised it would never happen?
