There was a patch note from PGI a while back that Fast Fire actually did the opposite of what it was suppose to do.
It actually slowed down the fire rate of before they fixed it.
Fast Fire is apparently one of the causes of AC2 ghost so, that why they increased the cool down of AC2s.
Up until the AC/2 "nerf" to 0.52, where they cut it off as otherwise it would trigger AC/2 penalties even when chain firing normally.
Even with the increased cooldown rate, with fast fire it'd still be faster than 0.5 seconds, resulting in ghost heat penalties regardless. Thus it was disabled.
