If the "Line Developer" (No idea what that title actually means) hasn't yet changed, then we can rule out aliens as the perpetrators of the HPG blackout. Just sayin'.
I bet it was a 5-year-old kid who pulled out a fuse and bit it in half. Now nobody knows how to replace that very fuse and he destroyed the whole HPG network. Nice goin, champ.
