If you have a AC2, Gauss, ERLL or LRM build, you are much more prone to "stare" at your target. Either charge (Gauss), duration (ERLL and dakka from AC2) or the Lock from LRMs will keep you from twisting more, if you don't want to lose too much of you shots.
Thats why it's still very effective and very common to have alpha-strike builds where you can shoot once, twist away to protect your CT and then twist,aim and shoot again.
Most people usually run with 10 or less points in the back as you can soak more damage sacrificing your arms than to run away and getting shot in the back.
