When you unlock the speed tweak skill in the pilot tree wich increases mech speed by 20%
The green value is stock engine speed, the blue one is the tweaked speed.

A bit disappointed when I learnt that they work with plastic muscles instead of gears, hydraulic cylinders etc...

My questions:
1 - A mech weights 35 tons and has a top speed of 97 kph. If I remove armor or weapons until it weights 25 why doesn't it get to, for example 100 kph? I tried it once to run faster but nothing changed.
2 - During a match a player got upset because killed while shutdown, he said you don't do that. Is there some kind of rules of engagment? I found sometimes my enemy waiting for me to be back online before attacking, so if there is a kind of honor code I would like to know about it.

Also, Shar pretty much nailed it. Mech speed is based on the chassis weight, not the actual or current weight.

Edit: I discovered it. What's going on is the person is trying to change patterns which some of them will change your colors. But new to MWO and not properly implemented is keeping your pattern rather than making the price astronomical by throwing expensive premium colors in with each pattern which scares people from buying it.
Now it "slinks" you back to what colors you had within a fraction of a second of selecting a pattern.
Person with the issue, you need to click away from "Pattern mode" and choose "Color mode" (the four square tab next to the skull) so that you can change your colors.

The pick of the litter:
Advanced Zoom: 4x zoom (one button press in and out) with a window that gives (IIRC) 5x zoom in the centre. Can be good for long range builds.
Target Decay: Increases time before lock on loss after target leaves sight. Great for LRM builds, useful for SSRM builds. Might be good for poptart builds as well depending on how fast your tarting is.
Seismic Sensor: Shows enemy mechs movement on the minimap whilst stationary. Not the be all and end all ridiculously overpowered game changer it once was, but still incredibly useful.
Target Info Gathering: Enemy damage and weapon loadout appears 25% faster. Definitely useful, but not quite a game changer.
Situational:
360 target retention: Notice it's retention of target information, not retention of lock. Maybe useful if you're spotting LRMs for allies, otherwise not worth it.
Sensor range: Allows you to achieve locks at a range where your missiles will never hit before the enemy gets to cover and see damage/weapon readouts too far away to accurately place fire to use it. Might be useful for scouts on the large maps.
Consumable Upgrades: Almost mandatory if you want to use consumables effectively. Completely useless if you're still at a point where you want to be making c-bills.
Capture accelerator: What it says on the tin. Good if you play conquest, not worth it otherwise.
Avoid:
Hill climb: Makes you slow down climbing hills a staggering 10% less.
Improved Gyros: General consensus seems to be it's useless. 33% less screen shake, but you still get just as much smoke and explosion.
Keep in mind however that after you unlock pilot modules you still need to buy them and they cost 2-6 million.

Which is low obviously. Yet that's mainly because if you die with 10 assists and 0 kills, your KDR goes down. If you die with 1 kill and 0 assists, it stays even, yet who would you rather have on your team? Some guy who holds back so he doesn't die, or rushes in to face hug the wounded enemy mech so as to block incoming fire so he can get the kill, or a guy who focus fires and helps win the match even if it means he dies or doesn't get any kills?
