It still would produce heat, and if it's hot enough to warm up an opposing mech, it's probably still hot enough to heat up the mech shooting it off.
This is a lot like why do ACs produce heat, or missile weapons. Lasers produce heat because energy production from your engine has a counter affect of also producing heat. I would imagine non-energy weapons produce heat because of friction with the barrel or the launch flames of the missiles (and stuff). And all of that heat gets caught in the mechs overall coolant, spreading the heat around to dissipate it.
Of course, this is beyond "game balance" thinking. AKA: If your weapons didn't get cooled in such a manner, the AC barrels would turn red hot and jam (permanently) much like trying to run a motor without any oil in it. etc. (It's also why your mech can stand for limited times in lava, and not just melt instantly upon contact. Or how I interpret it.)
