That is how it is suppose to work.
As a full 12 man, you get first priority for a lobby as soon as it opens up. However, there are only so many lobbies opened at a given time. Last I knew, only one lobby is open at a time, so only one team is actively looking for opponents at a time. This is to prevent spammed forces too quickly and getting a bunch of uncontested drops too close together.
Basically, you wait less time (because you have priority over a mixed team), but you still have to wait for a lobby to open first. Then wait up to 10 minutes for an opposing force to queue up with you, and then you get a match.
If the system didn't work this way, imagine a large unit (or a busy group day) that sets up twelve 12 man teams. If they all got instant lobbies, than the enemy forces would have 10 minutes to mobilize 144 players... or have uncontested matches and lose territory quickly.
