Everything PEEF says he says in the context of 12-man games or games filled with good players. In those games light mechs generally aren't going to carry a game unless they exploit an enemy's mistake or etc. In PUG games, light mechs are plenty effective and dangerous, in my opinion because PUG teams can't help but have mistakes all over the place (a common one being not scouting a route and getting quickly capped).
When you're dealing with effective pilots on all sides, lights are unable to brawl unless they have the safety of the rest of the team brawling with them. You get to a point where a light can never really brawl/duel a much heavier mech unless it is exploiting a damaged component, taking advantage of and countering a loadout, or outnumbering it.
