I'm an Atlas Pilot, and the feel is not far away from Atlas, but, of course far more fragile.
How could I make my "Mini and faster Atlas"?
I started this way:

a bit bigger engine, endo, ferro and more ammo. It's more expensive, but a bit more flexible with the extra ammo and moar speed.

While you are burning away with your lasers you are getting killed.
But 3 Ultras on ILYA its nice. But if you are going that route, then you might as well get 4X with 4xAC-5 and murder UAC.
Your build reminds me of K2 and Jäger builds. Remember that Phracts are 5 ton heavier. You can squeez in more firepower in a Phract.

2 Gauss
2 (Laser sights)TAGs to guide my shots, and help aim while gausses charge (same button for Gauss and TAGs)
1 ERPPC
1 JJ
4tons of gauss ammo.
XL225. 1xDHS, Endo
The armour is shaved of the head.
You could shave more armour, throw out JJ and Tags and get at least 3 more tons of ammo in there. Or get a bigger engine if you want more speed, or pack more JJ. Its a very flexible chassie!

Do. It.
Speed kills, gotta go fast

Shuffle the DHS around to taste, but this gives you a lil more ammo and 2 jump jets
plus you go 86.6kph with tweak

Lose ~15Km/h and you get a STD engine.
Nimble and fast Phracts are great. Thx too articulated arms you can keep your crassair on target while speeding, jumping and turning.

BAP is not only meant for homing missiles. I use it in everything. Why? Because it is the best item available for every mech! Basically you get 2 modules (target info gathering, and sensor range) and you counter ECM up close. All that for only 1,5 tons? GIMME!
That target info gathering is really important in fighting. Gettin the info faster means you can see where to aim faster and get kills easier or simply disable opponents easier.
BAP is not a must on non-missile mechs, but it definetly is really useful.

I put in a slightly bigger xl as you are left with half a ton.
the lasers can all be fired at once since heat isnt really an issue.
I also maxed out the armour
It uses 4 jump jets because everybody loves jumpjets
(by the way case does not work with xl engines)

Yes I know, modules weigh nothing and you get 3 in the 3D.would rather the extra heat sink/ammo/armor

Rather than throw a build your way with no idea if it will help you I have a few questions.
- Do you run with arm lock on or off?
- How good are you at managing heat?
- How often do you jump with the JJs? Just for obstacles? To jump snipe? Or for maneuvering and to spread damage and throw off aim?
- What speeds are you looking for?
- If you want PPCs would you rather them in the arms or torso? (I prefer arms because the extra range of movement helps me out)
- How important is AMS or BAP to you?
- How comfortable are you with XL engines?

Why not doubled modules? Or simply other modules? It is ONLY 1,5 tons. 0,5 tons of armor and 1 heat sink or 2 modules and ECM counter (and the bonuses for it)?

- I run with free arms and try to group arm torso weapons separately to make point defence
- Not very good at managing heat, as I'm in the middle of a dogfight I simply don't hear and don't see the heat warning. But sometimes I'm cool enough to slow my rate of fire or switch to "backspace". I usually make also a group Alpha with backspace turned on.
- I usually use JJ to jump over obstacles and have a stright path, instead of turning around mountains. And then fall back the repair if the jump reveals too much enemies.
- I don't really care for speed, although I find it usefull. I seek better engines for their better cooling efficiency/inbuilt HSs
- I don't find PPCs funny, but I like them in torso to protect them as an expensive weapon, but the arm let me fire from half cover play style. I don't usually snipe, I more a flanker, hit and run and assaulter. For Cata I seek a flanker/assaulter playstyle
- AMS and BAP are a nice and usefull addition if there's room. Not essential.
- I almost hate XL engines, because I'm almost a kamikaze. But i know they are useful for designing good FP Mechs.
