We don't currently know if founder's will still be available after August 7. However, I don't think that you need to be 18 to be a founder, you only need to be to play the beta (i.e. sign the NDA). Don't take my word for it though!
Personally, other than the fact that you're paying money (and you won't have beta access till you're 18), I can't think of a reason not to buy the founder's package. In my opinion, it's just one fewer advantage of being a founder.
