Anyone who wants to is welcome to use them. Honestly, a tourny like this might show PGI how annoyingly overpowered they are at the moment, but honestly, even if they weren't, the extra damage might be popular in a tournament where, you know, damage is one of the scored extras.

Well, the point of just about any event is to get people to play, as the more they play, the more likely they are to pay at some point. This is a business.

Since damage is counted, kill stealing will only get you so far, and if you're waiting till the end, you're missing out on early kills and damage, and possibly winning the match (which is worth a lot).
Is the scoring perfect? no, far from it. Damage isn't the only indicator of success, and sometimes a high damage number doesn't mean it was useful (blowing a shield arm off for example is hardly the same as a head shot, yet the shield arm likely took more "damage"). Also, the lack of teams (which does prevent cheating, so is a good idea) doesn't promote the best gameplay. But the prizes aren't that big, it didn't cost you anything to enter, and you're welcome to ignore it if you want.
Why not offer a "team" tourny, for 2, 3, and 4 mans. Use a similar scoring system but use it for the entire group. Suddenly you'd be rewarded for setting up a kill for a lancemate, it wouldn't be kill stealing since you all get credit for it, and you could in theory still award individual prizes by allowing the best 10 scores per person, even though they're tallied as a team (give away, say, 20, 30, and 40 prizes for the 2, 3, and 4 man).
