My Rig - Why Can't I Run Mwo At Good Graphic Levels?

Is there a bottleneck here that's limiting my graphics capabilities?
My specs:
Intel i7-960
24GB RAM
Rampage III Formula MB
Nvidia GTX 550 Ti
Samsung 840 EVO (Rapid Mode0 <- MWO Installed here

Also, define what you feel to be poor FPS-
I run a GTX770 with an AMD board. I'm slightly bottlenecked by my older chipset and mobo, and maybe ever so slightly by my processor, but I run everything on highest settings with MSAA and I get around 40 fps.

I did put post processing on low because it blurs image and i not using any anti aliasing because it blurs the textures too, everything else is highest possible.
Im thinking he needs to get a decent video card.
Edit: i run battlefield 4 everythin on ultra but again post processing on low and AA on low too, ive upped Resolution Scale from 100% to 150% and that makes such a big difference quality wise, im holding pretty steady 60fps, sometimes higher and i dip briefly when all hell break loose but that never last more than a few sec.

after reading a few posts I thought I would throw in my 2 cents worth. You absolutely dont need to upgrade your CPU and buy a whole new system. Get yourself another 550ti and SLI them
cheapest solution and you will get much better performance, people in my clan are running GTX260 in sli and getting good results, absolutely not reason to get a top end card to run this crap

LOL except for Intels upgrade paths allow 10-15% improvement @ best per generation of chip. LOL so 4 generations of I7, =40% IPC improvement so OC that 960???? if it is unlocked??? and Clearly replace that GPU with 2+gb 256-bit GDDR5 card

But with this CPU EVERYTHING above a HD 7870 would be bottlenecked by the CPU

Really? That's a damn shame then. I purchased the 550 Ti at the start of this build, and wasn't really into hardcore PC gaming at the time (we're talking Jedi Knight and Earthsiege), so the $120 price tag on the 550 Ti was rather appealing. I also saw decent reviews on it. Now you've got me thinking of upgrading to a newer 760/770 as of later, I did fear it might be my GPU.
From what I've gathered, running a PCI 3 card in a PCI 2 lane isn't supposed to be problematic, or be detrimental to performance.
Re: my CPU. I understand my CPU is rather old now (mega-sigh). Unfortunately I only built this system around 3 1/2 years ago, but (like always seems to happen) it was literally right before they decided to introduce the 2nd gen i7's. RAM is good, just upgraded not too long ago.
The thing that blows the most about my build is the marvel SATA 6.0 controllers on my motherboard which are absolute balls. Most all consensus on the Rampage III Forumla is that these controllers run SLOWER than SATA 3.0 controllers, so naturally I don't use them. So in order to use proper SATA controllers on a better board (Intel controllers preferably) I'd have to upgrade the board, CPU (outdated socket), and RAM (triple channel doesn't seem to be as popular anymore) and that's a headache for my wallet.
So i guess my plan will be to get a new GPU now (770, 760?) and save $$$ slowly for the three core components later.

As for your CPU, yeah it's dated, but just overclock the damn thing. It'll be good enough for now. If your cooling isn't great, just get a Hyper212 Evo for like $30.
