Generally, Goons will play in the margins of a game, rather than the game as presented. That's why there used to be XL400, all small laser Awesomes followed by XL300 small laser Hunchbacks running around at unsafe speeds. You may notice that all got nerfed. Mechbuilding rules got changed. The game got more balanced. Unlike CCP, PGI actually tries to fix things from time to time, cutting down on the margins to play in. Although, sometimes they have bad ideas like Ghost Heat, so maybe that's a push.
All that leaves us with a reputation of being the bad guys. That's actually kinda fun, because we have a rep in a game before we even start playing. Who would want to lose that?
