Actually, there's every reason that he was there...and it's been discussed over and over and over again.
As soon as someone finishes their first 25 matches, they are given an Elo score that places them squarely in the middle of the spectrum. Granted, that "mid-range" seems to be fairly all-encompassing....to include, at times, players still in their first 25 matches.
When the matchmaker was rewritten around the time of the Clan release, it was designed to put teams together with an equal "average" Elo score between the teams. That means if you have a high Elo, you can expect to be balanced by having to carry a couple of lower score people. It's frustrating as hell, but it's the way it is.

They supposedly did, however, depending on the time of day and number of people playing....you will still end up with people in their first 25 matches playing in the general population.
Someone needs to talk to Russ on Twitter and find out why this is still happening. I have my hunches, but that's all they are.
