play to win is imo when your enemy doesn´t even have a chance to fight back (cheating, using glitches and bugs, legging only, etc).
Play to Win or Play Fair.

In several videos, they showed what happens when a leg gets terminally damaged. The Mech limps, but does not fall down vis vi MechWarrior 2, so legging is not really a viable option unless they are already badly damaged and it is a finishing shot. Now, if you can somehow put a PPC into someones Cockpit, or even my Cockpit, then by all means, do it. Notice though that you also get EXP for killing components on the enemies mechs. So while a kill gets you some, taking them apart one chunk at a time gets you more. *shrugs*

I have been wondering about the xp for destruction and how that might affect players choices. Are they going to sit there blasting at your dysfunctional mech to increase their xp\score, and your repair bill afterwards? You could easily moderate the former to only award on functional (and shut down, but working) battlemechs. The latter, not so much unless they give you "free repairs" on any damage done after, or just not let it count afterwards.

I voted play to win because I'll take any advantage I can get. If I have to shoot out the opponents legs or nail him in the back so be it.
However I voted play fair because I refuse to cheat or use anything that would give me a outright "unfair" advantage over my opponents. Let it be decided by skill!

It is a game where we are, in theory, "role playing" the role of a hardened military pilot, who operates a walking death machine in a near endless war in space.
You can play it like a game if you want, and make up fancy rules for what is or is not allowed. The Brittish did that in the late 1700's. We decided to show them that "You don't play by the rules in war."
I would love it if war were all honor and rules and gentlemen and such. And at times it has been - in real life (Japanese generals sharing tea before a battle, Samurai code, Knight's honor, etc.) - as well as in game (solo combats to determine outcomes of war, Clan honor system, etc.)
But I am a dirty Inner Sphere mechwarrior; a citizen of the Free World's League. "Freedom ain't free - it ain't easy to get."
I will kick you when you are down, if you give me the chance, and are standing between me and liberty.
(Honestly, I don't recall if Marik forces were know for being honorable about such things or not.)

But having said that, I intend to conduct myself as honourably as possible with THIS game. I aim to win, but I aim to do it without sacrificing my morals as a harsh but fair competitor. I won't be going for cheap shot tactics (whatever they may be in the metagame of the future, and make no mistake, there will be one.) but if I see someone with a badly damaged leg, you bet I'll be shooting it out from under them. Why? Because the aim is to win.
Whilst the argument can be made that "in war, there are no cheap tactics" this IS first and foremost a game, and I'd still like to have a balanced as possible match with all you strangers over the internet without people resorting to tears. It would be nice to have a sense of "GG, you kicked my arse, but that was fun, fight again?" instead of "You ******* hacker! I'm reporting you for cheating! DIAF"
My 2c.

Thomas Merik was the creator of the Knight's of the Inner Sphere. THE premier honorable mech-warriors. They were supposed to bring in a new era of honorable warfare.
