PGI is not changing or new creating variants.
But you are right about the ECM capable mechs: PGI created this "ECM hardpoint" and selected some high tech variants to be able to have it. Of all mechs in the game, only Raven 3L and a missing Firestarter (A1) have ECM in the stock variant. Most of these mechs do get an ECM canonical variant later in the timeline, though.
About jumpjets in the Black Knight, I find it unlikely, as they refused to give the hero Banshee jumpjets, even with the code/art ready. And they are not following "field refits" yet.

The Black Knight is a command level Mech that issued orders and controlled companies and battalions. I think we have the very real possibility that the Black Knight will be the Inner Sphere ECM mech to compete with the clans Loki. They have made modifications before to mechs by giving them ECM. Also to quote Sarna.net.

Succession Wars many
Black Knights fell into the hands of the
Great Houses, although as the years progressed they were increasingly forced to repair them with inferior components and their numbers slowly decreased. Some were modified with a number of non-standard components such as
jump jets..."
This here tells me that, again, there could be consideration to put non standard equipment into the Black Knight make a real differentiation between the variants. PGI could have given us these two options because they wanted to know if we wanted a jump capable heavy mech, which we have a handful of, or possibly an ECM capable heavy mech, which we do not have but clans will very soon.
