Sure I do - I can look at minimap prior to switching into 3PV, so I know what grid I will be looking at and I can communicate that information to the team.

True, but as a scout, my job is to find the opposing team (i.e. check the other side of the ridge in this particular case). Other changes in tactical situation can be dealt with by the rest of the team for a few seconds.

You don't switch back and forth while parked in the same spot. You peek over a ridge / around a corner, then move to a different location.

There certainly is, but fix for 3PV is extremely simple - just disable it in public matches (keep it available in private matches). While other things you've mentioned are definitely important, this one can be fixed in literally a few minutes.
