I don't think they have "flight time" - they have to stay on target to cause damage. Takes time to transfer the energy from a laser into the armor enough to cause heat and damage.

A: Yes, they already do in fact! If fired at (very) short range missiles will simply 'bounce off' whatever they hit, neither exploding nor doing damage. It looks really cool when it hits the cockpit. [GARTH]
Can we get missiles bouncing off the cockpit, as the next screenshot release?
Awesome...

<crackle>Raven 2, be advised...that Catapult you've been lighting up for us back there appears to have spotted you. Might want to make a run for it.
"Understood, Commander. <Throws throttle to full> Looks like he turning now to try and gain lock..."
<crackle>Raven 2, I show you running toward that Catapult! Are you insane? He's about to unload his missiles!
"Exactly. That's why I'm hauling @ss toward him, Commander. Besides, you fire support guys have softened him up nicely! <To himself, while mentally willing his scout mech forward even faster> Just gotta make it to within 100 meters..."
<As the scout mech sprints ever closer at nearly 100 km/h, the much larger Catapult finally manages a lock and launches massive twin salvos from both LRM-15 pods. 30 missiles flash out and then down toward the small Raven, striking it with over 2 dozen deadly missiles...all of which merely bounce harmlessly off its ferro-fibrous armor as the scout mech has successfully maneuvered within the effective arming range of his enemy's long range missiles.>
"Awww, what's the matter, puddy tat? Big missiles no go boom?" <The agile scout hits his jets and jumps in a graceful arc over the left shoulder of the lumbering heavy, timing it perfectly to just manage avoiding the panicked fire of twin LBX2 autocannons from the now rattled Catapult driver. Pivoting to his left swiftly upon landing, the Raven maneuvers directly behind the slower mech now towering less than 50m in front of him.>
<Thumbing his SRM-6 as he aims his missiles at the Cat's already heavily weakened left leg> "Let's see what happens with these smaller ones..."

GARTH said, " Where you put your ammunition, items and weapons is(are) often as important as the weapons and items themselves." Just thought I'd remind you about that, because your anwering questions and I don't want any misunderstandings.

In MWO, this is less of an issue. A small Mech can carry the same era firepower as its larger siblings, Mechs are (obviously) not restricted to WWII era technology. I see swarms of light mechs being the most dangerous thing on the field to an Assault class, as he will be nearly powerless to stop them stinging him to death. Small Mechs in MWO are dangerous in the same sense killer bees or driver ants are, only it takes less to bring down big prey.
