CT and RCT can be hit from anywhere thanks to the R2D2 dome. You simply can't protect your CT or RCT by torso twisting. (If they made Shoulder paldrons that allowed you to use your arms then sure.)
The low slung weapons mean you have to expose 40% of your mech to enemy fire to be able to return fire. (not nearly as bad as i thought it was going to be but still pretty bad) Like the atlas you are best off peaking out and around horizontal cover like buildings and rocks then hill humping.
The fast speed is absolutely pointless and completely nullified by the horrible horrible torso arcs and the tiny arm reflex. Destroys any ambitions of running and gunning. (This is the true killer for me)
What's the point of all this speed if your weapons are only pointed forward. 90kph speed is wasted if you can't shoot someone outside of a 100 degree arc. So going fast is pointless unless you plan on running directly towards the enemy.
That being said the agility the mech handles pretty decently. The turn rate, acceleration feel great, like that of a loki or summoner. The decel leaves a little to be desired. But the agility is nice. But once again the the torso arcs are for crap and this mech blows as a brawler which basically negate the agility bonus's and speed.
So to sum it up.
This mech doesn't skirmish well. You can't run and gun nor can you run effectively fight while running away. Most run and gun mechs can fire as they beat a hasty retreat, but the only way to fight while running away is rolling in reverse.
At best, all you can really hope for is to use the speed to get to a spot to set up. Let your teammates initiate the fight then step out and lay on with the laser vomit.
1v1 you are at a big disadvantage and if they go into brawl with you, you will be owned.
So this mech I would give a C+ at best. And that's mostly because of the clan lasers.
However if they ever decide to increase the torso twist, pitch and arm reflex dramatically (where it should be) This mech might actually be pretty awesome.
At this point it feels like driving a nitro fueled Stug.

Fast but unless they are in a very limited front arc you just aren't going to be able to shoot them.
Edit: oh and for the LOVE OF GOD, don't get targeted by mass LRM's.
