The impression I was getting from the Roadmap is that they'll be releasing bundles of heroes, and then you'll just pre-order the heroes while everyone will gain access to the default chassis for MC and c-bills at the same time. Apparently new mechs will be announced via hero preorders in sets of two (at least for now) alternating between IS and Clan mechs.

Also, it's IS mechs announced in March, so if the Mad Cat MK II is getting announced for preorder in March we've got some serious problems in PGI's understanding of the Battletech canon (even more-so than normal).
